Update text on Order Actions buttons

The text descriptions on some of the buttons in the Order Actions popup window do not best match what they reference.
The Order Notes button opens a popup window titled "Customer Communications". The button text should reflect that.
The View/Edit Order Comment button opens a popup titled "Order Comment" which technically allows editing of the _Receipt_ Comment field. It's a small distinction, but the user should be aware that anything recorded here will be visible to the customer, as opposed to the Order Notes, which are hidden from the customer.
Finally, perhaps the ability to add an Order Note (that's timestamped when recorded), should be moved from the Customer Communications popup, since it's not technically a communication _with_ the customer. It feels like it makes more sense for that functionality to be included in the Order Comment window, and structured like Special Order Details popup in the POS, where there's a clear distinction between the Receipt Comments and Order Notes.

Thanks for your feedback, I agree on all those points. We improved the distinction between "Receipt notes" and "Internal notes" in the POS last year, but we will be doing the same for Back Office 2.0 (launching June).
