I would really like the to use the coupons to offer a basic discount to certain customers and for certain promotions whereby they can have say "at least" 20% off any item.
where items are less than 20% but less than rrp they get 20% off. Example being 15% off item, 20% off coupon = 20% off. not 35% off. There could be a time whereby 35% off is wanted like a extra 5% off sale but generally our pricing is competitive enough that we'd not want to offer a sweeping % off everything.
For items more than 20% off. use of the coupon would have no effect in this example.
I like to think it is as easy as adding another checkbox to the coupons right next to the block sale items... I know it's not
We'd then be able to hand this coupon out to mountain rescue teams, local businesses, contributors etc etc we'd also be able to give coupon codes out to influencers whereby we can effectively track conversions that can be attributed to them.

I've just re-read this and cannot understand it myself now!!
So to be clearer!
Our goal is to be able to hand out a coupon code at events, to professionals, maybe their clients and after completion of a criteria like signing up, tagging us in a photo.
One that allows a minimum Percentage or monetary value off an items RRP.
Example: All members of Llanberis Mountain Rescue Team get 20% off rrp. Currently we can only create a coupon that would give an additional 20% off the Sale price. Or one that blocks all sale items.
Problem: Almost everything these days is discounted to be competitive. so if an item is 20% off already the customer ends up with closer to 40% off. If an item is 5% off the customer is either blocked as it's already on sale or they get almost 25% off...
Solution would be a coupon code that would offer a minimum of (in this case) 20% off RRP. Should it be already 40% off then that's what they get, not 20% off the Sale Price of the already 40% off item.
I hope this is clearer. I have my doubts... But not sure how else to explain.
