More usable Coupon Codes. Equal to or Greater than x% off

The Issue
We really need a way to create more appealing promotion codes for businesses, clubs, and organisations. Right now, the system doesn’t allow us to offer a coupon code that gives, for example, “20% OFF RRP” or more if already discounted above 20%. Our competitors can do this — and we used to as well — which now puts us at a disadvantage.
Here’s why this matters:
Even if our pricing is more competitive overall, we lose out in perception. A competitor can advertise “20% OFF,” while our best offer might sound like “5% OFF,” even if our final price is actually lower. Customers are obviously drawn to the higher percentage — they feel they’re getting a better deal, even when they’re actually not, as we don't get a look in.
What we would like:
We’d like the ability to offer a code that gives the customer 20% off RRP, or at least ensures the final price reflects that discount — without doubling up on existing sale reductions or blocking sale items unnecessarily. I struggle to explain this issue and it baffles me that there isn't an easy solution to this.
Problem explained with desired solution:
Right now, as I understand it and please correct me if i'm wrong, our only options are...
Option 1 – Current System "Block On-Sale Items"(Customer doesn’t like):
RRP £100 > SP £100 > 20% off Code > £80
RRP £100 > SP £90 > 20% Off Code > £100
RRP £100 > SP £80 > 20% Off Code > £100
RRP £100 > SP £70 > 20% Off Code > £100
RRP £100 > SP £60 > 20% Off Code > £100
Option 2 – Current System (We don’t like it):
RRP £100 > SP £100 > 20% off Code > £80
RRP £100 > SP £90 > 20% Off Code > £72
RRP £100 > SP £80 > 20% Off Code > £64
RRP £100 > SP £70 > 20% Off Code > £56
RRP £100 > SP £60 > 20% Off Code > £48
What we’d like instead:
RRP £100 > SP £100 > 20% off Code > £80
RRP £100 > SP £90 > 20% Off Code > £80
RRP £100 > SP £80 > 20% Off Code > £80
RRP £100 > SP £70 > 20% Off Code > £70
RRP £100 > SP £60 > 20% Off Code > £60
Potential.
If we had this flexibility, we could confidently approach local businesses and organisations and offer attractive group discounts (e.g. 20% OFF RRP) without having to explain why it’s “only 5% off” due to system limits and our prices already being competitive....
This came up again this morning from a rather large organisation that represents 20,000 people looking to partner up — and honestly, it’s the one thing my boss finds frustrating about CL.
That and the same coupon codes don't work in store, and we cannot make the codes single use per email.
(I am aware of the ability to set different price bands but this does not work in such with prices changing all the time, and different prices on different platforms. The additional workload to achieve this for various discount levels, makes it an un-viable option for us)

Could we have the option to set specific customers to obtain a minimum discount? Or a Coupon code that achieves this....
Example... Tim is a member of the Llan Penny Farthing Bicycle appreciation society #6INCHAINTDEAD. We want Tim and his biker gang to get a minimum of 20% off for their dedication to the sport. But we don't want Tim to get 40% off an item that is already 20% off. Sorry Tim. Nor do we want Tim to only get 5% off. Thinking of you Tim.
it's either 20% off everything or just retail currently. Which limits our options wrt promotions, rewards, pricing.
We've just attended an event where we handed out a discount code to those attending and have had to block it from applying to sale items and make sure all our sale items are 15% or more. Not the ideal solution and this means we don't see if anyone from the event just buys a sale item.

I would really like the to use the coupons to offer a basic discount to certain customers and for certain promotions whereby they can have say "at least" 20% off any item.
where items are less than 20% but less than rrp they get 20% off. Example being 15% off item, 20% off coupon = 20% off. not 35% off. There could be a time whereby 35% off is wanted like a extra 5% off sale but generally our pricing is competitive enough that we'd not want to offer a sweeping % off everything.
For items more than 20% off. use of the coupon would have no effect in this example.
I like to think it is as easy as adding another checkbox to the coupons right next to the block sale items... I know it's not
We'd then be able to hand this coupon out to mountain rescue teams, local businesses, contributors etc etc we'd also be able to give coupon codes out to influencers whereby we can effectively track conversions that can be attributed to them.

I've just re-read this and cannot understand it myself now!!
So to be clearer!
Our goal is to be able to hand out a coupon code at events, to professionals, maybe their clients and after completion of a criteria like signing up, tagging us in a photo.
One that allows a minimum Percentage or monetary value off an items RRP.
Example: All members of Llanberis Mountain Rescue Team get 20% off rrp. Currently we can only create a coupon that would give an additional 20% off the Sale price. Or one that blocks all sale items.
Problem: Almost everything these days is discounted to be competitive. so if an item is 20% off already the customer ends up with closer to 40% off. If an item is 5% off the customer is either blocked as it's already on sale or they get almost 25% off...
Solution would be a coupon code that would offer a minimum of (in this case) 20% off RRP. Should it be already 40% off then that's what they get, not 20% off the Sale Price of the already 40% off item.
I hope this is clearer. I have my doubts... But not sure how else to explain.
